What is he really sorry about?

OK, I have seen part of the testimony and read the transcript of Rumsfeld. And it strikes me that one of the main things he is sorry about is that the pictures got out in the first place. He poke of procedures and investigations and controls. He talked of the information technology of today and anyone with a digital camera. He also mentioned how Congress and the President was “blind-sided” by the news report.

So here is my question. Assume that the Rumsfeld investigation all went according to Hoyle, there was no “whistle-blower”, the report and pictures never saw the light of day. People were investigated, evidence was brought against them and they were punished, all within the confines of military secrecy. Let us also assume that due to the sensitive nature of the evidence and charges only the President and certain members of Congress are made aware. The American public would not be made aware of it.

Question: Would you have preferred this? Guards punished within the system and no one outside the system knows.

If no, how do we (the citizenry) learn what our government is doing in our name?

What if the prisoners leveled charges against us?

It is a puzzlement.

bremer issued a series of operational orders shortly after taking office right after the conclusion of the invasion. one of those--order 17--immunizes coalition forces against allegations or investigations by iraqis. in effect, the only charges against american troops would have to be initiated by us soldiers or their allies in arms.
